There is a longstanding dispute going on between the Pentagon and Anthropic CEO Dario Amodei. The bone of contention lies in the safety precautions of Anthropic’s flagship AI model, Claude. Amodei wants these safety clauses to stay put, but the Pentagon wants to lift the guardrails and “allow any lawful use of Claude.”
The resulting standoff may lead to the cancellation of the defense contract that Anthropic currently has with the Pentagon. Amodei has rejected what the Pentagon has described as its “final offer”, and this has prompted the Under Secretary of Defense for Research & Engineering Emil Michael to accuse the tech entrepreneur of putting the nation’s safety at risk.
Calling Amodei a “liar” with a “God complex”, Michael further stated that the CEO personally wanted to “control the US military.” A betting man would say that the agreement between the Pentagon and Anthropic might just be dead in the water.

When national security concerns clash with the responsibility towards the protection of private citizens’ data, the result is a high-stakes showdown between Silicon Valley and the Pentagon. Amodei has made it clear that the company cannot accept the language used in the final offer or contract provided by the Pentagon.
Anthropic wanted protections or safeguards against the usage of its flagship AI model, Claude, for mass domestic surveillance and the use of autonomous weapons systems, highlighting that the legal language in the Pentagon’s contract was framed in such a way that the guardrails could be disregarded.
Amodei has maintained that there will be no change in the company’s position regarding this matter, and “cannot in good conscience accede” to the demands.
Despite the Pentagon’s “threats” to change his stance, Dario Amodei said that his company was ready to assist the Department of Defense, but the two requested safeguards must be in place. The tech entrepreneur hoped that Defense Secretary Pete Hegseth would “reconsider” his position so that his company could “continue our work to support the national security of the United States.”

Reportedly, a deadline — Friday at 5:01 p.m. Eastern time was provided by the Pentagon to Amodei to let him know his final decision. But considering that the Pentagon will stick to its initial demands of removing the safety precautions and granting unrestricted access to Claude’s AI capabilities, it seems highly unlikely that any agreement will be reached.
Furthermore, the DoD had threatened to cancel the $200 million contract in place and deem Anthropic a “supply chain risk.” Notably, the Pentagon may also use the Defense Production Act to compel access to Claude without restrictions, a move that might fall within a legal grey area.
It is worth noting that Anthropic was one of several AI companies, including Google and OpenAI, to receive up to $200 million contracts with the DoD last year, and its AI model was the only one greenlighted till now for use in the military’s classified missions. Reportedly, Anthropic’s AI model was used for the capture of Venezuelan leader Nicolás Maduro.
Safe to say, the Pentagon’s requirement to use Anthropic’s AI model for “all lawful purposes” did not sit well with Amodei’s concern for the protection of the privacy of American citizens, and the use of fully autonomous weapons systems. However, as the confrontation heats up between the Pentagon and Amodei, it remains to be seen if the Department of Defense closes all doors of re-negotiation with Amodei and blacklists his company for real.
